Sometimes CRM email router cannot load user information because of CRM 4.0 email router SERVICE error.
To resolve the issue:
Go to Folder Location of xml file to be removed
C:\Program Files\Microsoft CRM Email\Service
Then delete or rename the following file name:
Microsoft.Crm.Tools.EmailAgent.SystemState.xml
then restart the Email router Service and it should resolve the issues.
Also good option to restart World Wide Web Publishing Services
